  1. PACI Civil ID (al_raqam_al_ali): 8-digit civil number issued by the Public Authority for Civil Information (PACI). Connects the building entrance and street address to national spatial directories.
  2. Baladia GISNo (parcel_identity_id / GISNo): Authoritative 12-digit municipal parcel identifier assigned by Kuwait Municipality (Baladia). Joins directly to municipal building licenses (الرخص الإنشائية) and zoning envelopes.
  3. Ministry of Justice Title Deed (deed_number): Statutory registration number issued by the Real Estate Registration and Authentication Department (التسجيل العقاري والتوثيق).

Hierarchy of Match Rules: ​

  1. Level 1 (Verbatim Exact): Exact string equality on (area_key, block_no, parcel_no).
  2. Level 2 (Orthographic / Hamza Normalization):
    • Normalizes Arabic Alif variants: أ (\u0623), إ (\u0625), آ (\u0622) $\rightarrow$ ا (\u0627).
    • Normalizes Yeh variants: ى (\u0649) $\rightarrow$ ي (\u064A).
    • Normalizes Teh Marbuta: ة (\u0629) $\rightarrow$ ه (\u0647).
    • Removes zero-width joiners, non-breaking spaces, and Arabic tatweel (ـ).
  3. Level 3 (Subdivided Parent Match): Strips trailing letter suffixes (ا, ب, ج, د, ك, غ, ر) and joins against the registered numeric master parcel.
  4. Level 4 (Spatial Centroid): Resolves against closest cadastral parcel within 50 meters in the same block, provided area variance is $< 10%$.

3. Letter-Suffixed Plot Classifications (The 4 Real-World Categories) ​

Brokerage listings in Kuwait frequently contain letter suffixes on plot numbers (al_qusayma). A comprehensive live audit of the database identified four distinct real-world domain categories:

Category A: Orthographic / Hamza Normalization (100% Exact Polygon) ​

  • Domain Context: Broker listings transcribe Arabic plots using bare Alif (ا), whereas Baladia GIS surveyors enter the legal Hamza (أ).
  • Audit Findings:
    • AK-1019 (Surra Block 4): Listing 108ا $\rightarrow$ Baladia 108أ ($1,000.0\text{ m}^2$).
    • AK-1125 (Surra Block 6): Listing 176ا $\rightarrow$ Baladia 176أ ($600.0\text{ m}^2$).
    • AK-123 (Surra Block 2): Listing 137ا $\rightarrow$ Baladia 137أ ($750.0\text{ m}^2$).

  2. Badge Attribution:
    • Exact Cadastral Match: Green badge with Baladia GISNo and verified area.
    • Subdivided Parent Lot: Amber badge (قسيمة فرعية - مطابقة للمخطط الأم) noting that building envelopes derive from the master parcel.
    • MoF Usufruct Concession: Blue badge (عقد أملاك دولة - شاليهات) with coastal frontage meters.
  3. No Artificial Polygon Fabrication: The system never synthesizes false boundaries. Where Baladia has not published an official sub-parcel polygon, the app displays the parent parcel boundaries with explicit subdivision metadata.
